This 45c. multicoloured stamp was issued for the Centennial of the 2c. Imperial Penny Postage, generally recognised as the World’s first Christmas stamp.
It honoured Sir william Mulock, who, as Postmaster-General, was instrumental in negotiating the change in the international rate from 5c. to 2c.
