Stamps designed, or appropriated by overprinting, for use of Government departments. The word “Department” or contraction “Dept.” figures on the several series of stamps (except the “Executive”) supplied to the U.S. Departments from 1873-State, Treasury, War, Navy, etc. – so Americans and collectors of U.S. stamps call them Departmentals.
